Mandatory safety training in Germany
Employers in Germany must provide adequate, job-specific safety instruction before work begins and when relevant risks change. DGUV Vorschrift 1 requires repetition at least annually; young workers require instruction at least every six months under §29 JArbSchG.
What does Unterweisung mean?
Unterweisung (mandatory safety briefing) is practical instruction about hazards and protective measures for a worker’s actual job. §12 Arbeitsschutzgesetz (ArbSchG, Occupational Safety and Health Act) requires instruction during working hours, on hiring, when duties change and before new equipment or technology is introduced.
Which topics and how often?
Start with your Gefährdungsbeurteilung (risk assessment). It determines which hazards each person must understand. DGUV (German Social Accident Insurance) rules set a minimum annual repeat for workplace-safety instruction; topic-specific rules may add requirements.
Who remains responsible?
The employer remains responsible for an adequate system and for ensuring instruction actually happens. Qualified managers or specialists can carry out delegated duties. Buying a course or downloading a certificate does not remove the employer’s obligations.
Can instruction be delivered online?
Digital learning can support instruction when it is appropriate to the workplace, understandable, checks comprehension and enables questions to a competent person. Supplement general modules with local hazards, escape routes and work procedures. Practical skills and equipment-specific instruction may still require an in-person element.
What should a training record contain?
Retain the participant’s identity, training date, topics and relevant workplace context, the responsible instructor or competent contact, completion evidence and any practical supplement. Follow the applicable rules and your organisation’s documentation procedure; use signatures or acknowledgements where required.

Frequently asked questions
Do English-speaking companies have to follow German rules?
Yes. Having English as the company language does not remove duties for operations in Germany. Instruction must be understandable to the people receiving it.
Does §12 ArbSchG itself say once a year?
§12 requires adequate instruction and repetition as necessary. The minimum annual workplace-safety repetition is stated in DGUV Vorschrift 1 §4. Young workers have a specific six-month rule under §29 JArbSchG.
Are GDPR and AI literacy courses always annual?
No universal annual interval follows from GDPR or Article 4 of the EU AI Act. Choose measures and refreshers that reflect people’s roles, risks, knowledge and changing uses. Do not confuse them with DGUV workplace-safety repetition.
Does an online certificate prove every obligation is fulfilled?
No. It documents a completed module. The employer must also ensure instruction addresses the actual workplace, allows questions and includes any required practical elements.
